What are some good make-up tips?

I have never been much of a girlie girl, but as I get older I am becoming more of one. I am fair complected, so finding color is scary for me. I am completely lost lost when it comes to make-up. I have been using the same foundation forever and I know there must be something less heavy. Can anyone help? What are some good make-up tips?
The new thing that everyone is loving now is the mineral powder foundation that Bare Escentuals started. Bare Escentuals is amazing but it's also pretty pricey and can't be found at local drugstores. I reccommend Almay Pure Mineral powder foundation (see link below). I'm also fair skin and found that more neutral colors (brown, bronze, gold) look best for eyeshadows and more neutral/slightly pinker lip colors look best. What are some good make-up tips?
1. Comb your lashes after you apply mascara. You will want to use a clean mascara wand or a mascara wand brush. They also have lash separators you can buy. This helps separate the lash and also helps with flaking and clumping.

2. Bleach your eyebrows one to two shades lighter than your natural brow. This can soften your facial expression. I highly suggest you get this done by a professional.

3. Use white eyeliner to line the inner rim on your lower lash line. It makes eyes brighter and opens up the eyes. Instead of the white you can also use a pale color like yellow or pink.

4. Pack an eyeliner color on your entire lid and place a similar eye shadow color on top. This will intensify the color of the eye shadow and make the shadow stay on longer.

5. My signature mascara technique. I like to take the wand to the top lash and pull the wand through the lash and wiggle and turn the wand in a 360 degree motion. From the bottom lash wiggle upwards through the lash. Apply several coats.

6. When applying your eyeliner use small dots along the lash line and connect the dots. If you have pencil eyeliner, sharpen between each use.

7. Apply your lipstick then place a tissue over your mouth and apply loose powder on top of the tissue, then re apply your lipstick. This will make the lipstick last longer. To make lip gloss last longer start with a dry lip. If you just moisturized blot with a tissue.

8. Apply dry shadow to lid, then wet applicator, dip in same color, and draw a line close to upper lash line. You'll get a subtle contrast of shading they'll make you a standout.

9. Keep all your tools clean. You can use a mild shampoo and conditioner for your brushes. An antibacterial soap for your sponges. Your eye curlers you can use alcohol. Wipe your powder between each use with a tissue. Scrap the top of your lipsticks, and use disposable wands for your glosses, your product will last longer.

10. Use a primer under your foundation that is going to make the foundation look transparent but also radiant. It will also help you foundation stay on longer and protect your skin.

If you want to use a lighter foundation, you may want to try a powder foundation or a mineral foundation, you can also find liquids with a sheer coverage, but if the foundation you have works, why would you want to change it
