Red will stand out nicely with your brown hair. As for your eyes, pink and gold shadow are going to create the nicest contrast to make the blue stand out, as well as be flattering on your complexion. Pinks in general (like on cheeks and lips) are going to work for you. Just make sure it's not too red-toned, but more softer and maybe blue-toned.
ok well my friend has the SAME complexion hair color AND eye color as you and what she does is she uses mascara along with a light brown eyeshadow to bring out her eyes. She usually curls the ends of her hair as well, it really looks good and i recomend u try it out, i wish i had a pic but i dont.
